Six fragmented systems. One platform. 66% lower software spend.
How a healthcare-rooted, multi-vertical staffing agency serving public sector and commercial clients across the United States consolidated BambooHR, ADP, a third-party time clock, DocuSign, onboarding software, and a maze of drives and spreadsheets into one Jombone platform.
Nicole Cox, CEO of Presidential Staffing Solutions, on consolidating six systems into one platform - and what changed when she did.
From fragmentation to consolidation - the operating system behind a nationwide agency.
Built in healthcare. Grown into every labor category a client can contract.
Nicole Cox founded Presidential Staffing Solutions in San Antonio, Texas in 2011. Her background is clinical, not corporate: a master's in nursing and years in ICU and long-term rehab caring for stroke and TBI patients. That healthcare DNA shaped the business - the agency started in medical staffing, working heavily with government clients including U.S. Army installations across multiple states, VA facilities, and state and municipal agencies from California to Philadelphia and New Jersey.
Then the clients asked for more. Healthcare accounts needed security officers, janitorial teams, teachers, administrative staff. The construction and physical security industries needed light industrial and office administration support. Presidential expanded to meet the demand - and today runs a genuinely multi-vertical book: healthcare (including MSP contracts and travel nursing with travel and expense management), light industrial, and office administration, delivered nationwide across four time zones.
That breadth is a commercial strength - and an operational nightmare. Every client type brought its own timesheet format, its own onboarding requirements, its own compliance packet. And every new requirement got answered the way most agencies answer it: with another subscription.
Six systems, $6,000+ a month, and a back office holding it all together by hand.
By the time Presidential met Jombone, the stack looked like most growing agencies' stacks: assembled one tool at a time, each solving one problem, none talking to the others.
- BambooHR for HR records and part of onboarding - disconnected from time capture and payroll
- ADP for payroll, partial onboarding, and partial timekeeping - a second onboarding flow for the same worker
- A third-party time clock system layered on top - a third place where hours lived
- Separate onboarding software and DocuSign for documents and e-signatures - packets assembled by hand, per client
- Drives and spreadsheets stitching it all together - timesheets arriving from multiple customers across the U.S. in unusual, client-specific formats, consolidated manually before anyone could run payroll or send an invoice
- $6,000+ per month in combined subscriptions and usage fees across the stack - before counting the labor cost of reconciling it
Multiply that by public sector clients who issue task orders, MSP healthcare contracts with their own reporting requirements, travel nurses submitting hours and expenses from assignment locations, and light industrial sites in different time zones - and every payroll cycle became an exercise in cross-platform reconciliation.
Skeptical by experience. Convinced by delivery.
Nicole didn't arrive as an easy sell. She'd heard consolidation pitches before, and the pattern was familiar: vendors promise the platform, deliver the point tool, and leave the agency running the gaps on spreadsheets anyway.
What won the evaluation was the shape of the platform itself: one system that takes a worker from job order - or task order, in public sector language - all the way through to pay and invoice. Not an ATS with bolt-ons. Not a payroll engine with a recruiting module attached. One record of the worker, one record of the hours, one record of the money.
Onboarded, trained, and standardized - without pausing the business.
Consolidating six systems while serving live public sector and MSP contracts is not a casual migration. Jombone's onboarding team ran the transition, trained the full Presidential team, and configured the platform around the way the agency actually operates - not the other way around.
Per-client onboarding workflows
Every client gets its own onboarding packet - selected with a click, not assembled by hand. No sending documents that don't apply. No stripping packets down manually per contract.
Native e-signature templates
Documents requiring signatures are templated directly in the platform and sent in the same flow - retiring DocuSign and the standalone onboarding tool together.
Mobile time capture across four time zones
Workers from California to Philadelphia clock in and out from the Jombone mobile app. Supervisors approve timesheets in-platform. One time standard, every site, every state.
Automated payroll and billing
Approved timesheets flow directly into payroll processing and client invoicing. The spreadsheet consolidation step - the one that held every payroll cycle hostage - is gone.
AI screening agents and talent data enrichment
Jombone AI agents screen inbound applications automatically, and AI enrichment reactivates the agency's own talent data - cutting dependence on paid job-sourcing platforms.
RPO delivery through the platform
Presidential's recruitment process outsourcing - including offshore recruiting team members - runs inside Jombone, so outsourced recruiting effort lands in the same system of record as everything else.
A new agency website, built by Jombone
Jombone's team audited the agency's web presence, rebuilt the site around its brand, and connected it to the platform's recruiting flows - with Nicole involved at every step and able to make changes after launch.
Timekeeping is billing. Get it wrong nationwide, and everything downstream breaks.
For a staffing agency, time capture isn't an HR convenience - it's the front end of the revenue cycle. Every hour that isn't captured cleanly is an hour that can't be billed cleanly. Presidential's challenge was harder than most: workers spread across California, Texas, Kentucky, Colorado, Missouri, Pennsylvania, and New Jersey, in different time zones, on contracts with different timesheet requirements - public sector task orders, MSP healthcare reporting, travel nursing assignments with expense management attached.
On Jombone, every worker in every state clocks in and out through the mobile app. Timesheets are approved in-platform, and approved hours flow automatically into payroll processing and client billing - the entire cycle, from punch to invoice, without a spreadsheet in the middle. Workers who hit an issue get immediate support directly, instead of routing questions through the back office.
That is what consolidation actually buys: not a shorter vendor list for its own sake, but a revenue cycle where the data enters once, at the source, and never gets re-keyed again.
Lower cost, standardized operations - and a CEO running the business instead of the stack.
The hard numbers came first. Consolidating BambooHR, ADP, the third-party time clock, the onboarding software, DocuSign, and the paid sourcing spend into one platform cut Presidential's software subscription and usage costs by 66% - and the savings alone drove the engagement to ROI breakeven rapidly.
The structural change matters more. Presidential now serves public sector, MSP healthcare, travel nursing, light industrial, and office administration clients - each with different formats, requirements, and rhythms - without switching technologies between them. One place to stay organized. One process standard across every contract type. One system the whole team is trained on.
- Software subscription and usage spend reduced 66% from $6,000+ per month
- 6+ systems consolidated into one platform - BambooHR, ADP, third-party time clock, onboarding software, DocuSign, drives & spreadsheets
- Job order to invoice on a single record - recruiting, onboarding, time, payroll, and billing
- Paid job-sourcing spend cut through AI screening agents and enrichment of the agency's own talent data
- RPO and offshore recruiting delivered inside the platform
- Full team trained; per-client processes standardized across public sector, MSP, and commercial contracts
The consolidation, by the numbers
For Nicole, the outcome is confidence: an operation she can see end to end, margin that stays in the business, and profit she can reinvest into growth instead of into a vendor list.
One platform, one partner, one standard.
